希臘公投結果出爐之後，歐洲金融市場戰雲密布，歐盟執委會（代表歐元集團）、歐洲中央銀行（ECB）與國際貨幣基金組織（IMF）緊急會商對策。至於希臘內部，目前最迫切的問題就是：先前施行的資本管制（capital control）在6日到期，除非政府宣布延長，否則全國各銀行7日必須開門營業；然而，每個人都在問，希臘銀行的金庫裡，還有現金嗎？

這問題的答案，不是雅典當局說了算，還得歐洲央行拍板定案。

最近幾個星期以來，ECB的角色有如希臘銀行的「維生系統」，持續提供緊急貸款。ECB將在6日舉行理事會議，決定是否繼續「輸血」，亦即提高目前的890億歐元貸款額度。另一方面，希臘積欠ECB的一筆35億歐元貸款將在20日到期，目前看來除非奇蹟出現，希臘會再度違約。

如果ECB照章行事，希臘銀行會被認定為拒絕往來戶，連帶希臘經濟也將崩潰。不過ECB總裁德拉吉（Mario Draghi）先前一再提及，希臘這場危機攸關1080萬人的生活，由此看來，ECB大概不會立刻斷絕希臘的金脈。除非ECB想當劊子手，提高ELA額度勢在必行。

另一方面，ECB眼前有一個更為重要的職責：避免歐元區除希臘之外的18個成員國，不會淪為希臘危機的「附帶損害」，作法之一就是擴大購買相關國家的政府債券。

德拉吉、歐盟執委會（European Commission）主席容克（Jean-Claude Juncker）與歐元集團（Eurogroup）主席戴塞爾布盧姆（Jeroen Dijsselbloem）6日上午（台灣時間6日下午）將舉行電話會議，商討因應對策。

歐洲理事會（European Council）主席圖斯克（Donald Tusk）將在7日緊急召開歐元區成員國領導人高峰會議，希臘總理齊普拉斯（Alexis Tsipras）可能會出席。這場峰會的決議攸關ECB的決定，如果ECB對希臘銀行「放棄急救」，峰會必須背書。

希臘中央銀行高層官員與各大銀行總裁，5日晚間集會商討對策，如果情勢不妙，資本管制不但不會解除，甚至會更為嚴格，連民眾每日60歐元（新台幣2100元）的ATM提款上限都可能降低。

希臘銀行公會主席卡采里（Louka Katseli）4日透露，全希臘銀行的金庫只剩大約10億歐元（新台幣342億元），如果沒有ECB的新資金挹注，很快就會乾涸見底。雅典當局先前之所以會實施管制，原因就是ECB拒絕提高緊急貸款額度。

歐元流通16年來，沒有任何一個成員國像希臘一樣，如此接近經濟崩潰邊緣，但是短期內沒有任何紓困的指望。因此ECB與歐元區要如何處理希臘危機，完全沒有前例可言，換句話說，每一步都將創下歷史先例。
